Our company is part of a consortium that received notice of award for the U.S. State Department contract known as the Criminal Justice Program Support (CJPS) initiative.  Our consortium is part of the small business set aside award for this particular procurement and there is currently still a protest in effect.  The contract involves training initiatives overseas and will likely feature both long and short term instructor/police advisor commitments.  Once the protest is resolved, we anticipate task orders (RFP's) will emerge and are aggressively working to bolster our pool or qualified instructors/consultants who meet the requirements set forth herein.  At this point, we are focusing on the following competencies for the purpose of our contract commitments:

• Community Policing
• Crimes Against Persons
• Property Crime Investigations
• Crime Scene Investigations & Forensics
• Complex Serious Crime Investigation & Prosecution
• Law Enforcement Surveillance

Synopsis of the CJPS project: 

The U.S. Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) has as one of its responsibilities the provision of a wide array of support to criminal justice sector development programs worldwide.  Program countries/areas include Afghanistan, Haiti, Iraq, Kosovo, Lebanon, Liberia, Sudan, and the West Bank.  INL has had three indefinite-delivery, indefinite-quantity (IDIQ) Civilian Police (CIVPOL) contracts (one for each of the three multiple awardees) under which task orders have been competed for individual requirements.  The contracts provide criminal justice advisers and life and mission support (LMS).  LMS includes office and living facilities, subsistence, vehicles, and associated equipment and supplies.  This multiple-award IDIQ contract (herein referred to as "contract") succeeds the CIVPOL multiple-award contract.  This contract's title is "Criminal Justice Program Support (CJPS) Full Scope."  The Contractor will be required to provide, among other items, advisers, other specialists, and the full spectrum of life and mission support services.  International civilian police advisors work typically involves assessing, monitoring, advising and mentoring the local civil police in order to ensure that law and order are maintained effectively and impartially according to democratic policing principles, and that human rights and fundamental freedoms are fully protected. 

This contract will serve as a key vehicle for INL in implementing civilian police (CIVPOL) and criminal justice assistance programs overseas, both as contributions to broader international peacekeeping missions (i.e. "multilateral missions")and as stand-alone U.S. missions (i.e. "bilateral missions.")  This contract builds on a similar outgoing INL contract and incorporates evolving U.S. requirements and methodologies in the field of international civilian police and criminal justice assistance.  For additional information about this State Department program, please click here.
